Public Affairs Advisor

We are looking for an experienced Public Affairs Advisor to serve as Outokumpu’s voice among key decision-makers in Finland. By proactively engaging policymakers and stakeholders, you will build trusted relationships and reinforce Outokumpu’s position as a forward-thinking leader in the metals and mining industry.
We are seeking a candidate with established relationships with Finnish decision-makers with strong interpersonal and communications skills. While the focus of the position is in Finland, deep knowledge of and experience within the Finnish political system and processes are essential.
The role will be based in Outokumpu’s headquarters in Helsinki and reports to Karoliina Rasi, Head of Public Affairs, Europe.
Key Responsibilities
- Government & Regulatory Relations: Lead Outokumpu’s Public Affairs activities in Finland. The role requires in-depth knowledge of Finnish legislative and regulatory processes, as well as hands-on experience in public affairs to be successful.
- Stakeholder Engagement & Network Building: Build, develop, and maintain strong, trusted relationships with policymakers, government officials, regulators, trade associations, and key industry stakeholders. In this role, strong interpersonal and influencing skills are essential.
- Societal Communications: Take a proactive role in content creation and messaging related to our regulative agenda. In our small Public Affairs team, this role “holds the pen” on their own area of responsibility – drafting position papers, contributing to press releases, and supporting executive statements.
- Internal Alignment & Collaboration: The role requires structural way or working and the ability to develop our public affairs processes further, as well as close collaboration with internal stakeholders such as operations, compliance, and sustainability teams to ensure alignment between public affairs activities and corporate priorities.
What you bring
- Masters degree in Political Science, Public Policy, Communications, or related field.
- 5+ years in public affairs or government relations, and additional experience in communications.
- Deep understanding of the political landscape and processes, regulatory environments primarily in Finland and the ability to build and sustain strategic networks are essential to succeed in this role.
- Experience from EU-level influencing is an asset.
- Excellent negotiation, communication, and analytical skills; ability to translate complex regulatory issues into clear messaging.
- Due to the nature of the job, we are looking for a native Finnish speaker with professional English skills. German and Swedish considered as advantage.
- Strategic thinker, relationship builder, resilient under pressure, and adept at navigating complex stakeholder environments with a structure-friendly working style.

The role focuses on building strong relationships with decisionmakers, increasing their understanding of Outokumpu’s priorities and perspectives, and ensuring our viewpoints are clearly and credibly represented in relevant forums.
As the Public Affairs function is still developing, the role also requires strong structural and organizational capabilities. The successful candidate will help shape processes, ways of working, and governance for Public Affairs activities.
